Sorian AI and power

[:1]I am wondering if I found a bug but not sure if it is the AI fault or something else. I was playing a small map 1 Vers 1 against the sorian AI. I had like 4 land T1 factories and 1 T1 Air factories a bunch of T1 power and 3 T1 extractors and 4 T2 extractors. I looked at my resources and saw that I was negative power by -400. So I stopped all my land factories and my power still did not go up. I then started stopping my T2 extractors one at a time. I had them all stopped an still no power. I turned my T2 extractors back on and then my power popped back up. Is this a known bug?
